LJA Engineering presented a monthly report that flagged several near-term maintenance and infrastructure items for Brookshire, including drainage concerns, park safety issues and the status of ARPA-funded street projects.
Staff reported a collapsed outfall at Lakeside that may be on private property without a public easement; LJA recommended consulting the city attorney to determine whether the city can remediate the hazard or must require HOA action. LJA said fencing could be an immediate protective measure and public works could be asked to perform temporary mitigation if legally permitted.
On ARPA-funded projects, packet materials provided by GrantWorks included a list of candidate streets and alternates for improvements. Staff stated the drainage line item in the ARPA packet was identified as $1,300,000 and noted that ARPA may cover overlays or partial improvements but is unlikely to fund full reconstruction for all listed roads; the council discussed prioritization and the possibility of mixing ARPA with city or EDC funding.
A council member proposed removing Flock cameras from the budget and reallocating those funds toward beautification and Hovis Park repairs; LJA confirmed the camera purchase was not ARPA-funded and supported using building maintenance or EDC funds for immediate park safety repairs. Council asked staff to follow up with legal counsel, code enforcement and public works on the Lakeside outfall and to refine the ARPA project prioritization for the next meeting.
LJA also described plans to hold regular monthly coordination meetings with the Berkshire County Drainage District (BKDD) to improve permit coordination and predevelopment review with external agencies.
