"So it's rescind, hire the administrator, which is GrantWorks, and then give them permission to go forward on the grant," a city staff member said during the discussion.
Council made and approved motions on each item. The record shows a motion to rescind the Brandworks award carried unanimously; the subsequent motion to award GrantWorks passed with a recorded motion and second (Alan mover; Dave seconder in the meeting exchange) and was approved unanimously. Council then authorized submission of the CDBG application to the Texas Department of Agriculture; that resolution also passed by voice vote with no recorded opposition.
Charles, a representative from GrantWorks, introduced himself to the council and said he would work with city staff on the application and administration steps. "They're here again, and I'll be working with him primarily, I believe, to this process," Charles said when introduced.
Council members said the redoing of the procurement was driven by procedural error in public notice, not by a change in preferred vendor. Members asked staff to ensure future public notices meet statutory requirements before placing awards on the agenda.
Next steps: staff will complete the administrative steps with GrantWorks and submit the CDBG application. No other substantive action on the grant was taken at the meeting beyond the authorizations recorded.
