For TrueConnect Communications Inc. (docket 24-0604), the stipulation and staff review found TrueConnect meets applicable statutory and regulatory requirements to be designated as an ETC for the purpose of receiving federal universal service support. The Commission's order, as modified by stipulation, designates TrueConnect as an ETC with a statewide service area that extends to locations where underlying carriers provide coverage, including federally recognized tribal lands; it requires compliance filings including an advisory tariff and a consumer-contact designation.
Commissioners voted to accept the stipulations and grant the applications by voice vote. Commission records show the grants were conditioned on the compliance items described in the stipulations; the orders did not adopt additional commitments beyond those in the filings presented on the record.
