The Commission also granted the transfer in docket 22-08010 for the KWICH Solar Project (as described on the record), including the requested transfer of rights and obligations to KWICH Renewables; staff did not object.
Commissioner Brown presented docket 24-1036, an AmeriGas Propane LP (DBA Bi-State Propane) application seeking approval of its margin rates for the prior fiscal year and a deviation under NAC 704.5364. Staff concluded the rates were just and reasonable and recommended granting the requested deviation; the Commission approved the application and the deviation.
The Commission adopted the Office of General Counsel's recommendations for agenda items 4a-4d and accepted regulatory operations staff recommendations for items 5a, 5b, and 6a-6c without discussion after no commissioner requested to pull those items.
Public comment: In Las Vegas, Tony Simmons spoke during the second public-comment period, noting that the statutory standard for rate design is "just and reasonable" and observed workshop discussions regarding affordability-based rate design. No further public comments were received and Chair Williamson adjourned the meeting.
What to watch: The Mosey and KWICH transfers move the dockets forward by changing the listed project rights and obligations to successor developers; any federal approvals or environmental reviews referenced in project materials remain outside today's action and were not resolved on the record.
