PUCNV approves minutes, defers a rulemaking item, and votes to grant several staff petitions

At the start of the meeting Chair Williamson moved to approve two sets of prior meeting minutes (Aug. 27, 2024 and Sept. 17, 2024). Commissioner Brown noted the business name "Applied Analysis" appeared in three places in one set of minutes and should be capitalized; Chair Williamson accepted that clerical correction and the commission approved the minutes.
Chair Williamson asked to pull agenda item 2b (docket 1906-009) to the next agenda so the commission could review an accounting issue related to the transition-period regulations required by Senate Bill 329 of 2019. The commission deferred item 2b for further consideration.
Under agenda item 2e, Chair Williamson introduced a joint petition brought pursuant to Section 252 of the Telecommunications Act of 1996; no commissioner pulled the item and the commission voted to grant the joint petition and issue the appropriate order.
Commissioner Brown also raised a phrasing correction to item 3a: the briefing had referred to a "GRC application filing date" (March 27, 2024) for purposes of calculating a proposed fine; Brown asked that the language instead refer to the Commission27s approval of Sierra and staff's joint petition. Mr. Littlefield of the Office of General Counsel confirmed that revision and the commission accepted general counsel's recommendation incorporating Brown's language.
The commission then voted to accept multiple regulatory operations staff items (4a274f, 5a275d, and 6a) in a single motion after no commissioner chose to pull any staff item. The meeting concluded with a second public comment period in which no members of the public came forward and the chair adjourned the meeting.
Recorded votes on the procedural motions were unanimous among the commissioners present.
