San Juan gives first reading to new standard design manual for public infrastructure

City staff presented and the commission approved the first reading of an ordinance to adopt the City of San Juan's standard design manual for public infrastructure.
Monica Gomez introduced the item and a city engineer walked the commission through the manual's contents, saying the document covers streets, drainage, water, traffic control, solid‑waste paving, subdivision requirements, checklists for new subdivisions, developers’ agreements and technical details for paving, manholes, sewer lines and pipe sizing. The engineer said the prior manual, approved in March 2017, was only 14 pages, and that the new manual is intended to provide a uniform, high‑quality standard for future projects.
Commissioners asked detailed questions about implementation and inspections: who signs off on final walkthroughs, how the city handles concealed or incomplete work, and whether warranty terms change. Staff said final walkthroughs are signed by the directors and city engineers and that the manual increases the warranty term from one year to five years. The commission requested documentation on prior inspections (examples cited: Stewart Coast and Oak Ridge) and on enforcement if tests or PSI requirements are not met.
Following the discussion a commissioner moved to approve first reading; another seconded and the motion carried.
