Civil Service Commission ratifies amendment to overtime and uniform employee policy

Carol Candelaria, the city’s human resources director, told the Civil Service Commission that it should ratify an amendment to the overtime and uniform employee policy that clarifies which types of leave count as hours worked for overtime and defines a "special day." "The sentence should read 'time off for vacation, holiday, and the special day,'" Candelaria said, adding that "no other type of leave of absence is counted as hours worked when calculating overtime pay." She also said "any holiday that falls on a uniformed employee's regular day off will be paid at regular" rate.
The change, Candelaria said, is intended to ensure compliance with grant requirements that affect how the city compensates overtime for covered employees. When a commissioner asked what qualifies as a "special day," Candelaria said it can be an employee's birthday or another personal day the employee chooses to use within the calendar year. "It doesn't necessarily have to be a birthday, but it's just a special day that they've identified that they would like to have," she said.
An unidentified commissioner suggested spelling out "birthday" in the policy text to avoid confusion; Candelaria responded that "special day" is already defined in the employee handbook. After the presentation and brief questions, a motion to approve the ratification was made and seconded. The presiding official called the roll; commissioners recorded affirmative votes and the motion carried.
The meeting also approved the consent agenda earlier in the session and adjourned following the vote on the policy ratification. The transcript records the meeting time at adjournment as 6:33.
