San Juan commission approves CDBG plan, zoning amendment, school‑zone ordinance and other routine measures

The San Juan City Commission cleared several items at its October meeting, approving federal grant programming, zoning and safety measures and routine appointments.
The commission approved the Community Development Block Grant (CDBG) FY2025–26 annual action plan, which staff said makes $284,266 available to local projects and services for the coming fiscal year. The public hearing drew no speakers and the plan was adopted by voice vote.
The commission also approved an amendment to the Expressway/Explora Corridor zoning district to allow car dealerships as a conditional use. Staff noted the planning & zoning commission had previously recommended approval by a 6–0 vote.
A school‑zone safety ordinance was adopted to restrict certain vehicle movements during student peak hours — Monday through Friday, 7:30–9:00 a.m. and 3:00–5:00 p.m. — to reduce hazardous left‑turn conflicts near schools; staff said the measure targets problem intersections such as near PSJA High School and Austin Middle School.
Other actions included removing two members from the San Juan Agency Board and replacing them with Mayor Mario Bassett and Gillette Martinez; approval of bylaw amendments for the local 'Kids on Juan' organization (including increasing board membership to 15); initiating annexation processing for a 7.82‑acre petition by OC Development LLC for a proposed 69‑lot subdivision; and awarding audit services for FY2024 to the recommended firm following a two‑proposal solicitation.
