Copperas Cove council approves housing authority reappointments, transit ILA and nominations for appraisal-district board

The Copperas Cove City Council approved multiple action items at its Oct. 15 meeting, including appointments and interlocal agreements affecting housing, transit and regional governance.
Housing authority: The council approved the reappointment of Kenneth Davis, Kevin Miller and Monica E. Sinclair to the Housing Authority Board as presented. The motion to approve the three reappointments was moved by Fred Chavez and seconded by Dale Treadway; the motion carried on voice vote.
Coryell Central Appraisal District nominations: Staff explained changes from the 88th Legislature (Senate Bill 2) requiring staggered terms for appraisal-district board members. The council adopted Resolution No. 2024-21 to nominate Jay Manning, Inez Faizon and Brady Diaz as the city’s nominees for the CCAD board; Jack Smith moved the nomination and the motion carried.
Transit interlocal agreement: Council authorized the city manager to execute an interlocal agreement with the Hill Country Transit District (HOP) to continue microtransit and connector routes serving Copperas Cove, Killeen and Harker Heights. Staff said the local contribution is $94,463 for FY2024–25 and that the agreement has been reviewed by the city attorney. The motion to authorize the manager to sign the ILA was made by Councilmember Gordon and seconded by Councilmember Hart; the motion carried.
Regional water authority support: The council approved Resolution No. 2024-22 supporting state legislation to allow the creation of a regional water authority to pursue shared raw-water rights and funding. City staff described current supply sources (Bell County WCID No. 1, which draws from Belton Lake), previous raw-water purchases from Stillhouse Hollow and a Brazos River Authority pipeline project that affects local supply options. The council voted unanimously to approve the resolution; staff noted the draft legislation was not yet available and would be shared for comment when produced.
All listed actions were approved by voice vote during the Oct. 15 meeting. The council did not receive any public-comment speakers during the citizens forum for the evening.
