Dec. 12 — The Contractors State License Board received routine business updates on budget performance, staffing and information-technology modernization during its Dec. 12 meeting.
Rebecca May, chief of legislation (staff), reported fiscal-year 2024–25 figures, saying the board has an "authorized budget authority of 82,000,000" and is projecting about $94,000,000 in revenue with year-end reserves rising to roughly $47,000,000, equating to approximately six months of reserves. May also noted steady renewal volumes and an approved Department of Finance increase in grant disbursements for the Construction Management Education Account from $175,000 to $225,000.
IT Chief Jason Perez described a major document-migration and modernization effort, including a move to a Box-based enterprise content-management system and the extraction and conversion of roughly 24,000,000 legacy documents. Perez said the migration and related security work are on schedule, with an expected system completion in April 2025 and an independent Department of Military security assessment scheduled for February 2025. Perez also described a planned change to a new payment provider targeted for May 2025 and an upcoming upgrade to in-room cameras and microphones to improve remote meeting capture.
Chief of Administration provided personnel and contracting updates: the board averaged about 24 vacancies (6% of 425 positions) in Q1 of FY 2024–25; staff participated in statewide career fairs; and after an unresponsive RFP process for a study of unlicensed practice and recruitment, staff recommended pursuing an interagency agreement with California State University, Sacramento. Staff reported the interagency contract is anticipated to be executed by Feb. 3, 2025 with a final report due Sept. 30, 2025.
The board also recognized Special Investigator Delphine Tran for 12 years of service and welcomed new gubernatorial appointee Joseph, who described a background in higher education and workforce development.
No vote was taken on IT or budget items at this meeting; staff will proceed with planned procurement and project schedules and return with status updates as appropriate.
