The Coppell Planning and Zoning Commission unanimously approved a resolution on Nov. 21 allowing a one‑time waiver to the subdivision ordinance so a rebuilt home may use an existing slab at 254 Winding Hollow Lane that is essentially flush with the curb.
Cole Baker, the city engineer on staff, said the original house burned in 2018 and the remaining slab predates the current subdivision ordinance that requires residential pads to be 12 inches above curb elevation. Engineering reviewed a drainage plan prepared by the builder’s engineer and recommended approval with conditions: a licensed Texas engineer must certify that on‑site drainage will protect the home from stormwater runoff, the owner must acknowledge (in writing) that the slab does not meet the current ordinance, and the engineered certification and a copy of the resolution must be recorded in the Dallas County deed records before a permit will be issued.
Commissioner Bishop moved to approve the waiver subject to staff conditions, the motion was seconded and passed unanimously. Staff will not issue a building permit until the required engineering certification and the deed‑record filing are complete.
