Coppell commission approves Jason's Deli drive‑through with landscaping and safety conditions

The Coppell Planning and Zoning Commission on Dec. 19 approved Planned Development PD‑320TC to allow a 4,618‑square‑foot Jason's Deli with a drive‑through at 240 North Denton Tap Road, subject to staff conditions that include landscaping as presented, hours capped at 10 a.m.–10 p.m., administrative signage permitting and an adequately sized on‑site grease trap.
Planner Mary Perron Boswell told commissioners the property was originally zoned Town Center in the 1980s and that a 2001 site plan removed a previously envisioned drive‑through to meet landscaping requirements. The applicant now proposes a 10‑by‑200‑foot drive lane at the north end of an existing building, removal of some north‑side landscape area and mitigation through additional trees on site and stamped concrete at the drive approach.
"Staff is recommending approval of PD‑320TC subject to the following conditions," Boswell said, listing allowances for the drive‑through, the landscaping as shown, a daily hours limit of 10 a.m.–10 p.m., separate sign permit requirements and a grease‑trap requirement.
Applicant Tavis Brown of GPD Group addressed the commission and said some Jason's Delis have drive‑throughs and that the concept responds to takeout/delivery trends since the COVID‑19 pandemic. Brown said an ordering canopy is planned over the menu/ordering area and that routing or curb geometry could be adjusted to guide exiting traffic.
During discussion commissioners raised safety concerns about customers crossing the drive‑through exit to reach parking on the north side and about sightlines caused by shrub rows at the adjacent bank driveway. Commissioners suggested adding pedestrian‑crossing signage, considering a break or gap in the landscape row to improve visibility, and exploring curb‑return adjustments to direct exiting cars away from conflict points; staff said engineering plan review would address turning radii and site circulation.
Commissioner Ed Marr moved to approve PD‑320TC in accordance with staff conditions; Commissioner Sue Blankenship seconded. A roll call vote carried with all commissioners recorded as voting in favor.
The approval allows the drive‑through concept to proceed into engineering and permitting review; the commission's discussion flagged several nonbinding suggestions for the applicant and property owner to address during site plan and engineering review to mitigate pedestrian and vehicle conflict points.
