Coppell council approves 2025 legislative priorities, adds demand to fully fund public education

Coppell City Council approved its 2025 legislative agenda on Dec. 10 after councilmembers debated language about local control over building materials and added a sentence calling for full funding of public education.
Councilmember Hill raised concerns over the agenda language that would support repealing or amending House Bill 2439 and argued local design preferences — such as masonry requirements — should not be restored by the city. Staff read the position statement that "Coppell supports repealing or amending House Bill 2439, restoring cities' authority to regulate building materials." A motion to remove the HB 2439 language failed for lack of a second.
Mayor Pro Tem (Speaker 8) proposed an amendment under the education funding section to add: "the City of Coppell supports fully funding public education." The amendment passed on a roll call vote. Council then voted to approve the amended 2025 legislative agenda priorities for the upcoming 89th legislative session as articulated by staff.
Councilmembers and staff said the adopted priorities will be used for outreach during the legislative session and will be reflected on materials prepared for state visits.
