The California Transportation Commission approved the proposed membership for a task force charged by Assembly Bill 251 to study the relationship between vehicle weight and injuries to vulnerable road users. Staff noted Caltrans has contracted with the University of California, Berkeley for academic support to compile literature and analyze vehicle data, with task‑force meetings and public workshops expected through early 2026.
The task force is required by law to include state agencies, local transportation agencies, safety advocates and representatives from the automotive industry. Staff presented a roster of organizations and explained the group will operate under Bagley‑Keene open‑meeting rules and aim for consensus; minority views will be captured and shared. Commissioners asked about the ability to add members later, representation for grassroots organizations (school and resident perspectives), compensation barriers for participation, and how minority views would be documented. Staff said additions would be brought back to the commission and that the task force would strive for consensus while ensuring minority views are recorded.
The commission approved the membership unanimously and directed staff to convene the task force starting January 2025 with public drafts circulated in Fall 2025 and a final study presented to the Legislature after commission approval in December 2025.
