SHARYLAND ISD earns perfect FIRST score, receives A (Superior) rating

Jaime, the district’s finance presenter, told the board the rating is based on 21 indicators drawn from the district’s 2022–23 annual financial report and that the district earned full points on every indicator. "This year's rating score is based on 21 indicators with a maximum of 100 points," Jaime said. "So the district did score 100 points out of 100 points to achieve the A superior achievement rating."
The presentation outlined compliance- and performance-based measures required by FIRST, including timely submission of financial reports, an unmodified audit opinion, debt-payment compliance, adequate days of cash on hand, solvency ratios, and the absence of material weaknesses or material noncompliance for grants and contracts. Jaime also confirmed the district had posted required financial information and the superintendent’s current employment contract on the district website, and that the annual financial management report is uploaded for public review.
Board President Juanita Vanessa noted the district’s result is uncommon in the region: "There were only eight districts in our region that achieved 100 points," she said, adding the region oversees 38 districts. Trustees and attendees congratulated finance staff for the result.
No members of the public spoke during the public-comment period, and the board moved to adjourn following the presentation. A motion to adjourn was recorded as made by Andrew Riddle, seconded by Megan Sullivan; a voice vote was taken and no opposition was voiced.
The board will maintain the posted superintendent contract and financial management report for public review per statutory posting requirements. The public hearing concluded and the meeting was adjourned at about 5:54 p.m.
