CalSTRS staff briefs board on AB 1997 and HR 82; retirees urge passage of GPO/WEP repeal

The board received a legislative update Sept. 24 from the director of governmental relations on state and federal items affecting members.
Joycelyn Martinez Wade reviewed a slate of bills attached to the agenda: AB 1997 (sponsored by CalSTRS, a compensation‑simplification proposal) is on the governor’s desk awaiting action through Sept. 30; AB 2134 (sick leave transfers) and AB 2270 (housekeeping) were signed earlier; AB 2901 (pregnancy leave) did not advance; and SB 252 (fossil fuel divestment) was pulled from policy committee and did not move forward this year.
On the federal front, Martinez Wade said HR 82, which would repeal the Government Pension Offset and Windfall Elimination Provision, advanced via a discharge petition that achieved the required signatures and now faces House leadership scheduling and the congressional calendar. She said a floor vote could slip until November after the congressional recess.
During the associated public comment period, Susie Dixon, president of the California Retired Teachers Association and vice chair of the national WEP/GPO task force, urged members to act on alerts and described the breadth of affected public‑service retirees in California. Dana Dillon spoke on behalf of Ed Foglea and said CTA NEA Retired is likewise mobilizing alerts in support of HR 82.
Staff offered to answer questions and said they will continue to monitor governor and congressional action and update the board as the situation develops.
