Council member Julie Walensky, speaking for the regulations subcommittee, presented the second modified text of proposed regulations under Government Code section 11135 and recommended sending the text to another 15‑day public comment period.
"The only change that is proposed to be made is... to reinsert the word diagnosis," Walensky said, describing the change as responsive to stakeholder comments.
Council member Hong moved to send the proposed text to another 15‑day comment period; Council member Glater seconded the motion. The council conducted a roll call vote and each member present voted 'Aye,' and the motion passed.
Walensky and other subcommittee members thanked public commenters and department staff for their input; the motion does not adopt the regulation text but authorizes an additional comment period so stakeholders may respond to the revised language.
The department will post the modified text (Attachment B) and accept public comment for the additional 15‑day period before returning to the council for any further action.
