The Board discussed whether to include liquidated-damages provisions in city contracts and flagged an apparent lack of penalties for vendors who fail to comply with the City of Providence’s First Source ordinance.

A board member noted they “didn’t see any penalty for noncompliance with the city's First Source ordinance,” and staff acknowledged that the city has not historically pursued penalties. Members said they expected contract language changes to be considered and asked staff to return with recommended language and enforcement options.

After discussion, the board voted to continue the item to a subsequent meeting for staff to draft specific contract language and follow-up recommendations.
