County staff seeks LSA and Fish & Boat grants and recommends design award for trail projects

County planning staff outlined several recreation and trail funding and procurement items slated for formal consideration at the Nov. 13 meeting.
Mister Gibson said the county applied for and received a $5,000 Lumber Heritage Foundation mini‑grant that requires a 100% match and will be used to mount family artifacts on the Baldigo Valley Trail. He then said the county will apply for the Local Share Account (LSA) grant for $585,781 to construct Baldigo Valley Trail Phase 3; he said no local match is required if the application is successful.
Staff also described a planned application to the Pennsylvania Fish and Boat Commission for a public access grant to fund a feasibility study (estimated at $84,130) to assess a kayak/fish passage at the Green Street Dam in Lock Haven that could also be used by paddlers to bypass the dam. Gibson said the grant would cover 50% of the study cost.
On procurement, staff reported McTish Kunkel and Associates is no longer in business and was bought by CDR Maguire; CDR Maguire submitted a compliant proposal and was the lowest price, and staff recommended awarding $14,985 for final design services for Bald Eagle Valley Trail Phase 6. Gibson said those design funds are already allocated in the trail capital projects budget for the next year.
No formal awards or contracts were executed at the Nov. 10 work session; staff said commissioners will be asked to adopt resolutions or award contracts at the regular meeting.
