Iowa County Board weighs radio-system refresh vs. new build, votes to pursue Raycom refresh

Motorola and state interoperability officials gave Iowa County supervisors a detailed briefing on the statewide ISICS/Essex radio platform and what a county-level upgrade would require. The presentation described the system's coverage, redundancy, equipment lifecycle and options to augment P25 land-mobile radio coverage with LTE-enabled features for indoor and gap coverage.

The presentation was led by Frank Cueva, Motorola area sales manager, and included ISICS/Essex staff and a system administrator. Presenters said Iowa County is currently a level-1 Essex user and that the statewide build has grown to roughly 160 sites and more than 48,000 users. They described features such as redundant microwave backhaul, 5—7 days of generator battery backup at sites, and core-connected consoles that permit dispatch to override transmissions and to fail over in an emergency.

Board members asked detailed procurement and timeline questions. Motorola representatives said a full build typically runs 16—18 months if new towers or shelters are required, while staged refresh work could be faster but still requires equipment staging, testing and on-site installs. Costs discussed included equipment replacement, potential paging upgrades and ongoing maintenance; presenters emphasized reuse of existing county towers and shelters when feasible.

Supervisors expressed two main concerns: (1) the county's existing system approaches an end-of-life maintenance cliff in about 10 months, and (2) the scale and cost of a full new build versus a targeted refresh. Several supervisors urged obtaining an apples-to-apples comparison and hiring a technical consultant to write specifications and verify coverage claims. One supervisor warned that extending maintenance on aging equipment can be expensive and may not guarantee spare parts.

After discussion, the board considered a motion to proceed with a refresh proposal from Raycom (the motion text was made on the record). The motion passed following a voice vote; the board also agreed to revisit financing (bond term and amounts) and to put further procurement steps on a future agenda.
