Jefferson County approves procurement and policy items; votes at a glance

Jefferson County commissioners approved a string of routine procurement and policy measures during their Aug. 21 meeting after reconvening from a closed executive session on pending litigation.
The board voted to award a contract to Needy Sports Construction Company LLC for construction of four pickleball courts at a cost of $152,000; staff said the funds will come from the sale proceeds of the Pop Sanitation building. The motion to award the contract was made by Mister Stirls and seconded by Commissioner Bradley and carried by voice vote.
The commissioners adopted a local-preference county purchasing ordinance that will allow certified local businesses to be offered work if their bid is within 110% of the lowest responsive bidder in invitation-to-bid procurements, and to receive a 5-point preference in evaluation-based request-for-proposal processes. Commissioner Cranley moved the ordinance; Commissioner Searls seconded.
The board approved a three-month Gas Station TV tourism campaign at a cost of $10,000, with videos to be produced by an existing county contractor (Deberry). The motion was made by Mister Bramley and seconded by Mister Paul; the board voted unanimously.
Commissioners also approved a continuing services report/agreement for a roof project and adopted updated personnel policy language and an updated organizational chart moving nondiscretionary HR functions to the clerk’s office while keeping employee supervision under the county manager. The personnel policy motion was made by Commissioner Grambling and seconded by Commissioner Suttles.
On several items the board recorded voice votes (‘ayes’) and did not provide a roll-call tally in the public record. For procurement items staff provided funding sources and schedule expectations where available; start dates for the pickleball work were not specified, and the contractor estimated the work could be finished by October but did not confirm a start date.
The meeting opened with a short executive session to discuss settlement strategy in Solero Land Company LLC v. Jefferson County (case no. 2025C855) and included a recusal by a commissioner from matters related to a Solar Lane application. No final action on the litigation was taken in open session.
The board set meeting dates for September to accommodate Labor Day and budget hearings and approved other routine consent items. The ambulance procurement and final budget actions were discussed and are expected to return to the board for final approval on consent once documentation is complete.
