Bedford County approves $60,000 PEMA/FEMA grant to study PSAP consolidation with Blair County

The Bedford County Commissioners voted Nov. 18 to authorize Resolution 11.18.25, accepting $60,000 in statewide interconnectivity grant funds administered by the Pennsylvania Emergency Management Agency (PEMA) to fund a Public Safety Answering Point (PSAP) feasibility study. Unidentified Speaker 9 explained the grant would fund a study to explore merging the Bedford and Blair County PSAPs and that the term of the agreement will remain in effect until Jan. 31, 2027, with the performance period from Oct. 1, 2025, to Dec. 31, 2026.
Unidentified Speaker 9 cited authorization under state law and noted the recommendation was made by Alex Salia, director of emergency services. Commissioners clarified that the grant is fully funded by the state and requires no contribution from the county general fund: “There’s no funds coming from the county general fund. This is a 100% grant on the project from the state,” said Unidentified Speaker 5.
The board discussed the study as exploratory—meant to assess feasibility, connectivity, and potential savings or operational changes—and then voted to approve the resolution. The emergency services department and a partnering county department will administer the grant-funded study as described in the resolution.
