Commission approves Ibis Bay redevelopment at 3101 N. Roosevelt with reduced footprint and added open space

The City Commission unanimously approved a major development plan on Nov. 5 to redevelop the Ibis Bay property at 3101 North Roosevelt Boulevard. The applicant described the project as a downscaled, more “eco-friendly” redevelopment that reduces building coverage by approximately 10,000 square feet, increases open space by about 10,000 square feet, and shifts 10 transient units into cottage-style units along the eastern shoreline. The restaurant on site will be reduced from 150 to 120 seats and impervious/pervious surface adjustments were noted in the staff presentation.
Planning staff presented the site plan, elevations and landscape plan and confirmed the project complies with the Commercial General and Conservation zoning designations, subject to the landscape-waiver approval previously recommended by the Planning Board. The proposal includes elevated structures over parking and an interior pool area. Staff recommended approval with conditions consistent with Planning Board Resolution 2025-018. Commissioners praised the project for improving an underperforming corner and asked staff to continue reviewing traffic and drop-off circulation concerns near adjacent schools and bicycle traffic.
Motion and vote: Commissioner Castillo moved approval; Commissioner Kauffman seconded. A roll-call vote recorded unanimous support from the commissioners present and the motion passed.
