Finance committee outlines bond refunding, change orders and referendum testing; board approves consent items

The committee identified professional costs associated with a refunding and the firms Willens and Phoenix were named as consultants to support the process.
The committee also reviewed incurred‑but‑not‑reported (IBNR) health claims. The report said the district had $120,000 reserved for IBNR but experienced roughly $287,000 in additional claims, noting that the district is self‑insured with a stop‑loss policy and that claims reaching stop‑loss can create full district liability.
On facilities work, the committee described electrical upgrade change orders at DDES: one minor change order of about $4,200 and a second change order around $60,000, with the expectation of receiving a credit for work not performed (net impact to be determined). The committee said TCI Environmental will take core samples to check materials that will be demolished as part of referendum projects and that rooftop dehumidification systems will be added where appropriate.
Board members then approved a series of consent items on the agenda by roll call, including the secretary‑treasurer's report, listed bills and claims, travel and disposals, nursing services contracts, out‑of‑district transportation contracts through MOESC, the resolution to introduce the refunding bond ordinance, a revised change order for Catena Elementary interior renovations, and ESEA and IDEA grant applications for fiscal year 2026.
The board also heard that an initial environmental inspection at Donovan is part of the insurance reinstatement process and that the district will issue daily construction updates to the public during referendum work.
What happens next: the district will publish the first reading of the refunding ordinance and hold a public hearing on Sept. 30; change orders and grant applications will appear on future agendas for formal action.
