Council members discussed a larger-scope example and financing scenarios — including structuring approximately $237,000 as a 10-year, 0% loan with the city carrying the remaining out-of-pocket match — and noted the application requires a certified match source when submitted.
One councilmember said the project estimate being discussed would require certifying roughly $175,000 of local match and financing the balance, and asked for a finance committee meeting to confirm the source of funds and details. Staff noted certain storm-related work might be included in the project scope and that more final cost numbers were pending design and additional reviews from John Haskins and other staff.
Council voted to pass resolution 25-44 and directed staff and council officers to set a finance committee meeting to finalize match sources and the application scope before the OPWC deadline.
