DRC backs concept to dedicate Josephine Parker Road as 24-foot public right-of-way

The Developer Review Committee discussed a staff proposal to formally dedicate Josephine Parker Road as a 24-foot-wide public right-of-way extending roughly 240 feet to provide rear access to properties that front Duval and Southern streets.
DRC member Matt Willman presented the idea, calling the DRC a sounding board before the City Commission considers the matter. Willman said dedication would consolidate utility access and reduce the need for multiple private easements: "rather than have multiple easements we would just have it right away and then all utilities that operate within the city anyway would have the right to utilize that area." He added that if a sewer line were funded at the rear, it could allow sewer service to go out the back rather than through existing buildings.
Committee members raised questions about pavement, resurfacing and tree roots; members and staff agreed resurfacing would occur only if utilities were later installed and that an underground utility installation would require pavement replacement. The committee discussed how a 24-foot width balances engineering needs and property setbacks and could support development while preserving buffer space. No members voiced substantive objections at the DRC level; the item will be forwarded to the commission for formal dedication action as appropriate.
