Court approves consent agenda, procurement items, grants and appointments

At its Nov. 25 regular meeting, the Liberty County Commissioners Court approved a series of consent and regular-agenda items that ranged from routine procurement to grant draw requests.
After opening formalities, the court approved the consent agenda and a budget amendment moving $50,055 into capital outlay from contingency. The sheriff's report on ongoing jail renovations was accepted; staff said corrected bonds were expected and that HVAC and ceiling work would be completed before December, followed by cameras and locks.
Several procurement and grant items were approved by unanimous or voice vote: a one-time secure shredding service for JP Precinct 5, customized replacement record binders for the county clerk (packet cost read into the record as about $26,934.39 to be paid from records management funds), and LJA Engineering invoices totaling $66,758.09 for Hardin wastewater engineering services using ARPA funds.
LJA Engineering was also approved for a $1,510,470.70 draw for the countywide drainage study and master plan under GLO CDBG MidMod contract 24065014E171; and an amended draw request of $362,488.76 for a GLO community development and revitalization housing-buyout grant was approved. The court authorized submission of a FY2026 law-enforcement vehicle protective components grant to the governor's office that would impose no county match if awarded.
Procurement staff recommended awarding the county's annual fuel contract (ITD 2602) to SMS Petroleum as the best value based on bid evaluation and delivery capability; the court approved the award. A proposed five-year lease for a mail machine at the Cleveland annex was tabled for additional review.
The court also designated representatives and alternates to the Houston-Galveston Area Council Board of Directors for 2026 and approved disposition of an unclaimed deceased pauper body (Luis Costa), asking staff to draft a policy for future handling of unclaimed decedents.
The meeting adjourned after the last items were deferred or approved.
