County staff proposes using surplus inmate-housing revenue to cover sheriff’s FY25 overtime shortfall

COEUR D’ALENE, Idaho — Kootenai County finance director Brandy Falcon told commissioners on Nov. 18 that year-end adjustments reduced the sheriff’s reported FY25 overage to about $76,000 and that inmate-housing revenue for the year exceeded the budget by nearly $1,000,000.
"We exceeded our budget by almost 1000000 dollars," Falcon said, and recommended using a portion of that extra revenue to make the sheriff whole, specifically to cover jail overtime.
Falcon said the quarterly report initially overstated the sheriff’s overage because the quarterly was published before year-end budget adjustments. After recent adjustments and a prior board-authorized contingency transfer, the sheriff’s net overage for FY25 is now roughly $76,000, she said. Falcon noted she will carry the item forward as an action item at the afternoon business meeting for formal approval.
Commissioners discussed how inmate bed counts drive staffing needs and requested that staff work with the sheriff to define a metric that ties the county’s staffing levels to the inmate population. One commissioner said the county should be able to calculate, at a given staffing level and inmate population, how much additional staff or overtime are required and how that relates to revenue generated by housing inmates for other jurisdictions.
The board agreed to revisit the matter after the Thanksgiving holiday and to include the revenue transfer as an action item later in the day.
