Kossuth County board approves annual urban renewal report, certifies no new TIF debt

The Kossuth County Board of Supervisors approved the county's annual urban renewal report for fiscal year 2024'25 and certified that no new Tax Increment Financing (TIF) indebtedness was being certified to the county auditor.

County staff told the board the report shows year-end outstanding TIF obligations of $1,363,395 as of June 30, 2025. "This report shows us what our year end outstanding TIF obligations that were due as of 06/30/2025 of $1,363,395," said Unidentified Speaker 2. Staff said the county received "over 200,000" this fall and that similar receipts in the spring could substantially reduce the outstanding amount.

The presentation outlined the report's pages: TIF revenue received, amounts used to repay internal loans, assessed and taxable values for the urban renewal area, and a listing of internal loans. Staff confirmed an internal loan payoff amount of $146,702 that was applied toward internal loan obligations and explained how the remaining sums will be allocated to outstanding balances.

Board members asked procedural and projection questions, including whether past audit "out of balance" items had been corrected and how future revenues would be estimated. Staff said any additional debt certifications will be handled next year and that certifying 100% of generated TIF revenue is the usual approach so the county is not constrained by a specified dollar cap.

A motion to approve the report was made and seconded; the motion carried by voice vote.

What happens next: staff will finalize the certification paperwork and the chair will sign the required documents to record the board's action.
