Kootenai County approves purchase of refurbished ARFF truck for county airport

Kootenai County commissioners on Dec. 2 approved the purchase of a refurbished aircraft rescue and firefighting (ARFF) vehicle for the county airport, authorizing $785,000 from the county fund balance for the truck and an additional $85,000 for firefighting foam.
Kim Stevenson, an airport representative, told the board the vehicle is a refurbished 2007 Oshkosh Stryker 3,000 and would permanently replace an older unit that suffered a catastrophic failure. "We are requesting to purchase an aircraft rescue and firefighting vehicle from our fund balance," Stevenson said, adding that the purchase is categorized as used personal property and therefore an exclusion under Idaho Code 67-2803.
Stevenson said the airport will need another short-term lease to cover operations from January through delivery, expected in the June–July timeframe. She also asked the board to approve vendor payments that will exceed the county's $10,000 single-invoice threshold for the down payment, final payment and upfitting work.
The board voted unanimously to approve the purchase and the related expenditures. The motion did not include additional conditions beyond the funding and payment authorizations; county staff said the auditor's office had verified available fund balance.
The decision follows the board's disclosure that the prior leased unit and a 2001 Titan truck had been used to cover airport firefighting needs after the earlier truck failed. The county will apply a six-month lease credit (approximately $48,000) to the vendor price as part of the final cost calculations.
