City staff presented certified ballot results on Dec. 2 showing the proposed Monrovia Citywide Lighting, Landscaping and Park Maintenance Assessment District (2025‑1) failed to pass because weighted ballots opposing the measure totaled 72.35 percent, constituting a majority protest under Proposition 218 rules.
Rae (city assessment engineer/NBS) described the tabulation process — public unsealing and weighted ballot counting based on parcel assessment amounts — and noted that while some residents expressed support for continued lighting, landscaping and park maintenance, many voted no citing financial constraints. "This constitutes a majority protest," the assessment engineer said, and as a result the city may not form the proposed consolidated district; the two existing maintenance assessment districts remain in place. Staff recommended the council receive and file the certification and continue exploring options to address the maintenance funding deficit.
Councilmembers thanked staff for the work on the ballot proceedings and discussed the political and communication challenges of explaining the proposal to voters on fixed incomes.
