Council adopts ordinance regulating e-bikes, powered scooters and skateboards on third reading

The Torrington City Council adopted an ordinance on third reading to regulate human-powered scooters, skateboards, electric bicycles and powered scooters at its Dec. 2 meeting.
Eddington read the ordinance title and code sections to be amended and created; the reading included multiple Torrington Municipal Code section references related to regulation of these devices. Chief Matt Johnson told the council there were no changes after the second reading and that he had received no recent comments. "I still feel like this is a really important effort to especially help keep children safe in our community," Johnson said, and he offered to answer questions.
Council members discussed recent national reporting about higher injury rates for e-bikes and scooters and said they were "glad we added a helmet component for e bikes and scooters for kids." No substantive amendments were proposed during the meeting.
Councilman Deal moved to approve the ordinance on third reading; a second was provided and the mayor called for a vote. Hearing no nays, the mayor declared the ordinance approved on third reading.
The ordinance will amend and reenact multiple sections of the Torrington Municipal Code relating to bicycles and powered scooters and will create new sections addressing electric bicycles and powered scooters. The council did not specify an effective date in public remarks; the ordinance was approved as presented.
