Residents press Monrovia council for permanent memorial after Home Depot ICE operation; city manager says process options under review

Lochner said she and others reinstalled an on‑site memorial near Home Depot and that the family and local clergy are seeking a permanent public commemoration.
City Manager Dylan told the council staff has met with clergy and residents to discuss options and explained practical questions that must be resolved if the city is to be involved in a memorial: whether it would be placed on public or private land, whether public funds would be used or private fundraising, and other legal/administrative considerations. Dylan also said the city requested investigative records from the governor and attorney general regarding the traffic fatality on the 210 Freeway but had not received them and did not expect a quick response from California Highway Patrol.
