Commissioners debate community-grant reallocation after Texas Township seeks different use

An unfinished-business discussion on Dec. 2 focused on two community-grant requests from Texas Township and a dispute over when and how awardees may change the use of grant funds.

Commissioner Wheeler and Commissioner Mazer described direct communications from Texas Township officials asking to reallocate previously awarded funds to support local priorities amid fiscal strain. Wheeler urged the board to be diligent and consider the township’s hardship; she asked whether the county could find funding to support community engagement projects that the township said it could no longer pursue under the original award terms.

Vice Chair Taylor and others pushed back, emphasizing the integrity of the scoring process and fairness to other applicants. "If you apply for a grant and you're given a grant to do this work, you don't say: 'thank you for the money—I'm going to do something else with it,'" Taylor said, arguing that accepting a post-award change would be disrespectful to other applicants and the committee's scoring.

Commissioners discussed contingency options: Taylor said he would support finding alternate county funding to keep a higher-scoring trail project whole if Texas Township could not proceed, but not support repurposing award funds for a different activity. Commissioner Morales reiterated the need for transparency and consistency in award administration.

No final board action to reallocate the grant occurred at the meeting; commissioners encouraged more dialogue with Texas Township and noted the scoring process and ARPA contract rules may limit flexibility.
