Holyoke DGR subcommittee advances permits and communications, tables cemetery hearing, and asks DPW for parking signage

At its Nov. 17 meeting the Development & Governmental Relations subcommittee handled a range of routine and substantive items and forwarded several for full‑council action.

License renewal: The committee approved a two‑year renewal of the license agreement for a handicap ramp at 120 Front Street from property owner Edward Owens. Owens appeared in person, confirmed prior renewals, and asked about converting the license to a permanent easement; staff said pursuing a permanent easement would require a separate order and the city engineer’s review.

Street vendor license: The subcommittee approved a street‑vendor (food truck) license petition for Francisco Gabriel Villas Vega of 214 Elm Street. The applicant was not present; Board of Health records showed the application and fee were on file. Councilor Carmen recorded a nay, citing repeated no‑shows by the applicant, and the chair noted one dissent on the voice vote.

Home‑occupation permit: The committee opened and closed a public hearing for Amelia Box, who described a wood window restoration business at 57 Taylor Street; after confirming public notice and asking brief questions, the subcommittee approved the special permit and will forward it to the full council.

Family cemetery hearing continued: A special permit application by Alan Finney for a family cemetery at 2 Finney Road was continued to Monday, Jan. 26, 2026, at 6:30 p.m., to give the next committee time to reconstitute and review.

Parking lot signage request (Adam & South Summer): Councilor Ocasio asked the committee to change the use of a city lot near Morgan School to restrict 5 p.m.–7 a.m. to neighborhood parking and reserve school staff parking 7 a.m.–5 p.m. to prevent long‑term vehicle repairs and trash. The committee approved a request to DPW to design signage, cc HPD enforcement, and directed staff to return with DPW recommendations before finalizing any ordinance language.

Communications and other items: The committee received Office of Planning and Economic Development communications on a special tax assessment amendment with Jackson Canal and a FY‑2023 Urban Agenda grant completion form, among other items. Item 11 (status of 245 High Street) was reported complied with (boards removed).
