Chief Financial Officer Jessica Park presented a detailed budget packet, saying the proposed budget shows a total deficit of $968,572 that includes an approximately $1,052,000 deficit in the general fund. Park said projected revenue is $35,906,000 (about 2% higher than the 2025 budget) and proposed expenditures are $36,874,961 (about 1% above the 2025 budget). She said human services comprise the largest share of spending (about 40%, roughly $12,400,000 for children and youth and other human services), and that countywide employee salaries, wages and benefits account for about 37% of the total. Park also noted an 11.3% increase in county health-insurance costs and reported outstanding county debt "at approximately $1,525,000,000," as stated in the meeting.
Park said the proposed deficit would require use of fund balance and that the county has a healthy but finite reserve. "Budgeting $1,000,000 deficits to be covered by reserves is really not a sustainable business model," Park said, and staff will work over the 20-day display period to reduce the deficit.
