Ironton tax office seeks new software and landlord-registration authority

Tracy Roche, who joined Ironton’s tax department in October 2023, told the City Council on Sept. 11 that the office’s current municipal-income-tax software is outdated and no longer supports updates. She said staff evaluated systems at other Ohio municipalities and recommend switching to MITS (Municipal Income Tax Solutions) to improve identification and assessment of nonfilers and delinquents.
Roche said MITS is address-driven, would assist with delinquency workflows and assessments, and could support future modules such as e-file and e-pay. She reported that department staff have collected nearly $56,000 this year in delinquent income tax and that the conversion cost for the basic system and data migration is already in the budget; she said no budget amendment will be required.
Roche also proposed adding ordinance language to authorize mandatory landlord registration so the tax office can obtain tenant information needed to enforce filing requirements. She said the office would manage the registration process, provide forms and work with the city attorney and council on the required ordinance changes.
Council members asked for samples of Saint Bernard’s enabling ordinance (which Roche said she reviewed) and discussed how registration and any registration fees would be implemented. The council and city staff agreed Roche will share drafted ordinance language for legal review and that staff will coordinate whether an invoice/payments module (through a separate vendor) can be introduced concurrently.
Next steps: Roche will provide a draft landlord-registration ordinance and implementation details to the clerk and legal staff for review; council indicated support for moving forward pending ordinance drafting.
