Berks County commissioners approve consent agenda including appointments, contracts and grant modification request

Berks County Commissioners on Oct. 2 approved a consent agenda that adopted multiple resolutions, appointments and contract authorizations, and cleared routine financial items. The board also approved an amendment to make one agenda item effective immediately.
Commissioner Michael Rivera moved to approve the agenda as presented and proposed an amendment to change the effective date of item 293.25.b from December to immediate; the amendment was seconded and approved by voice vote, and the full, amended agenda was then adopted by the board.
Among the items adopted as part of the consent agenda, Chair Commissioner Christian Leinbach described a resolution authorizing 2025 appropriations "in the amount of $15,000 per listing dated 09/26/2025," the appointment of Douglas Moyer as supervisor of the County of Berks youth shelter, and reappointments of Kirsten Deicher to the Berks County Industrial Development Authority (5-year term ending 12/31/2030) and Dr. Joanna Kelly to the Mental Health and Developmental Disabilities Advisory Board (3-year term ending 12/31/2028). The board also approved a letter of support for an affordable housing initiative administered by Neighborhood Housing Services of Greater Berks using Pennsylvania housing affordability and rehabilitation enhancement funds.
The board authorized an agreement with Elk Environmental to clean the Berks County Fire Training Center—s process water system and outfalls, subject to solicitor review, with a not-to-exceed amount of $60,000 for the contract and a total project cap, inclusive of change orders, of $130,000. The resolution further authorized Brian Gottschall, director of the Berks County Department of Emergency Services, to execute any necessary change orders to facilitate completion.
Commissioners also approved a Pennsylvania Commission on Crime and Delinquency (PCCD) project modification request related to the Violence Intervention and Prevention (VIP) grant for the Berks County Adult Probation and Parole Department; department representatives were present for questions on that item. The contracts agenda, dated 09/29/2025, included seven contracts covering services such as the area agency on aging, the Berks County youth shelter, Berksheim, CareerLink, human resources and the library system. The board authorized execution of payments and electronic transfers for the week ending Oct. 5, 2025, and approved payroll disbursements dated Oct. 7, 2025.
Treasurer Mitch Darkort provided the fiscal update that accompanied the consent agenda: "Today, we have an opening balance of $259,502,994.77. We have a balance to clear of $3,732,528.11, leaving us with a balance of $255,770,466.66." Controller Joe Rutterow reported total accounts payable and cash disbursements of $1,968,933.61 for the week ending Oct. 3, 2025.
The board took no separate roll-call votes on individual consent items; the group of items was moved and adopted together after the amendment. No public comments on agenda items were recorded during the meeting.
The meeting adjourned after completion of the published agenda.
