Controller: inmate and canteen accounts reconciled; canteen investments and October disbursements noted

"As of 10/31/2025, the balance in the inmate checking account was $461,337.87," the Controller said. The Controller reported the canteen checking account held $557,773.76 and an additional $969,005.14 invested through the Pennsylvania Local Government Investment Trust; those investments were reported to be earning $3,423.53 per month and maturing on Jan. 9, 2026, and Jan. 30, 2026.
During October, the Controller said, a total of $111,821.38 was paid from the canteen account for the benefit, welfare and education of Lackawanna County prison inmates. The Controller noted an itemized list of these canteen expenses was provided in the written report.
A board member (Speaker 5) observed a renewal would need to be handled at the next meeting before a January expiration; the Controller agreed to take that action. Moderator (Speaker 1) moved to accept the Controller's report; the board voted by voice and the motion carried.
No discrepancies between the reconciliations and bank statements were reported at the meeting.
