Montgomery County Election Board certifies Nov. 4 results, excluding Lower Moreland Ward 2 recount

MONTGOMERY COUNTY — The Montgomery County Election Board voted Nov. 24 to certify the results of the Nov. 4, 2025 municipal election for the county, with the single exception of the Lower Moreland Ward 2 commissioner’s race, which is the subject of a recount petition.

Speaker 3, who presented the canvass, told the board that “Pennsylvania election code requires counties to certify the election results by the third Monday following the election” and that the canvass closed Nov. 18. He said the five-day post-canvass period for filing recount petitions ended with at least one petition filed, so the board should exclude the contested race when certifying the remainder of the results.

Speaker 5, reporting after a brief recess to consult the court, identified the petition target as the Lower Moreland Ward 2 commissioner’s race and said a hearing date is expected “sometime within the next few days” to schedule a recount under the election-code process. Speaker 5 added that, assuming the petition was properly filed and there are no procedural flaws, the board would work with the court to conduct the recount pursuant to statutory requirements.

The board moved to certify the Nov. 4 municipal election results for Montgomery County while withholding certification for the Lower Moreland Ward 2 seat. The motion passed; members recorded support during the roll call and the certification was entered with that exception.

Officials also reviewed election statistics at the meeting: Speaker 3 reported turnout of about 50.16%, a total vote count of roughly 310,164, approximately 1,200 candidates across contests and about 400 winning positions. The office said it is preparing winner notifications and plans an orientation for new officeholders on Jan. 10.

The board discussed operational items including poll-worker vacancies (about three positions per precinct, roughly 1,290 total positions) and an electronic poll-book demonstration. Speaker 3 said the demo performed well and staff will return at the first January meeting with information to inform a possible full rollout; Speaker 2 noted the purchase is in the capital budget but still requires a contract.

Next steps: the board certified the countywide results except for Lower Moreland Ward 2; a recount hearing and any subsequent recount will be set by the court and conducted according to Pennsylvania election law.
