Warren County commissioners approve contracts, grant applications and a tax anticipation note

Warren County commissioners approved a series of contracts, renewals and financial moves during a packed meeting that included several unanimous voice votes.
The board approved a one-year consulting agreement with Heather Peterson to provide dietitian services for the county jail to help meet Title 37 compliance (monthly menus and special diets). Commissioners asked staff to clarify the monthly hours and the invoice detail before future renewals.
The board renewed an annual government software services agreement to produce homestead and farmstead exemption mailers at $0.40 per mailer and approved a continuation of the IC Solutions contract for inmate phone service and jail-management support. Sheriff’s office staff described a move from the current Tyler RMS to Cody Pathfinder to secure lower costs and additional functionality; commissioners approved a five-year Cody Pathfinder agreement and discussed options to share licenses with the district attorney’s office (noting separate ORI numbers are required for UCR reporting).
Commissioners also approved a one-year lease with the Warren County School District for the Youngsville facility; a public commenter had urged the board to table the item until newly elected school board members took office, but the board proceeded with a one-year arrangement and said it would monitor timelines.
The board approved a family services community outreach agreement to be funded by the county’s opioid settlement dollars; commissioners clarified the contract language to reference Warren and Forest counties and noted the county will receive opioid settlement funds spread across many years. The board also approved two resolutions (No. 3318 and No. 3319) to submit an LSA grant application to the Commonwealth Financing Authority for a new sheriff’s vehicle and to commit matching funds; "the state looks more favorably on applications that have match money attached," one commissioner said.
IT staff presented a one-year maintenance renewal with Eaton for the battery-backup system at a value of $8,010, and commissioners approved renewal of the county’s PIMIC cost-management membership — a program staff said has saved the county significant sums on medical bills in prior years.
On financing, staff said the county received eight or nine competitive responses for a tax anticipation note; they recommended M&T Bank with a quoted rate of 3.87% and $2,000 in closing costs for 2026. The board moved to award the TAN to M&T and approved the motion by voice vote.
