Scranton council advances multiple grants, reappointments and infrastructure items; budget and appointments tabled for review

During the meeting, Scranton City Council introduced and, where indicated, approved multiple administrative and committee items spanning grants, contracts and reappointments.
The council introduced amendments and resolutions for committee consideration including authorization to submit a local share account grant application under the PA Racehorse Development and Gaming Act for up to $395,760 to support Discovery Montessori School building upgrades and another local share grant request up to $500,000 for police technology equipment. Council also introduced resolutions to reappoint members to several authorities and boards (Health and Welfare Authority, Land Bank Board, Tax Collection Committee, Planning Commission and Scranton Municipal Recreation Authority). One appointment (Anna Campbell to the Scranton Housing Authority board) was introduced then debated and ultimately tabled pending solicitor review of procedural timing.
Committee items recommended for final passage were approved by roll call. Actions adopted included establishing a no-parking zone on the southeast side of the 500 block of South Washington Avenue, a contract name change and extension for Pavecut inspection services, a grant application for the Providence Road corridor under PennDOT's Transportation Alternatives program, acceptance of a $5,000 Walmart Spark Good grant to support the police department’s annual coat sale, authorization to seek funding for a 'pathways navigator' position to coordinate local food outreach, and a grant request for accessibility improvements at All Saints Academy for up to $821,100.
Council also tabled the general 2026 operating budget until a public hearing scheduled for Dec. 2 and adjourned after concluding the evening's business.
