Redevelopment staff: Healthy Homes and lead-related grants nearing completion; land bank gets $400,000 allocation

Housing rehabilitation staff said two grants recently went live: a CDBG 4z grant intended to match and fund pre-lead remediation repairs such as roofs or other work needed before lead abatement, and a smaller county EOH grant that staff expect will support two to three projects. Staff said the CDBG 4z funding is intended to make some lead projects viable by addressing pre-existing structural needs.
On ARPA-funded Healthy Homes work, staff reported that nearly all projects are finished or under contract. "So far, we've already completed 145," a housing staffer said, and staff projected total completions in the range of roughly 161–165 units by the program’s end. Whole-home projects were also described as largely complete, with all but two of originally awarded projects finished and one of the remaining two under contract.
Staff described outreach work — two days a week at a UPMC center, a library display for National Lead Poisoning Prevention Week, and a well-attended landlord expo — and training (an RRP class at ECAT). The housing team noted that constrained funding and program rules sometimes limit what can be done at a property; staff prioritize health-related issues and move down the priority list until funds are exhausted.
Separately, Aaron reported on land bank financing: the Erie County land bank appropriated $400,000 toward the land bank’s 2026 work plan, a $100,000 reduction from the requested amount. Aaron said the redevelopment authority provides staff for the land bank and that shared expenses are allocated and reimbursed under the management agreement.
Staff said they will follow up on outreach and continue to monitor remaining grant and contract closeouts.
