Harrisburg zoning board denies application tied to off‑site parking agreements; applicant may refile

The Harrisburg Zoning Board on Nov. 17 denied Application 2617 — continued from Oct. 20 — after the applicant failed to provide written agreements authorizing use of two off‑site parking lots that the application relied on.

Solicitor Michael Connell told the board that no one appeared on the applicant’s behalf and that the board had previously requested an agreement (as part of the sales documentation) allowing the applicant to use parking at 1616 Hurst Street and 1625 Cumberland Street to support a place of worship at 1100 North 17th Street. "That documentation hasn't been received," Connell said, and the record was closed for the item.

Board members discussed whether a denial should be recorded "without prejudice" on procedural grounds; the solicitor said the basis for denial was the absence of the requested written agreements. Staff and members indicated they had sent reminders and that in this end‑of‑year schedule the board might be willing to waive a refiling fee to make re‑submission easier.
