Director West and interim business administrator Sam Sikosky said the vehicle maintenance center (VMC) floor is in poor condition and presents slip‑and‑trip hazards; windows show cracked (staff described "bullet hole" damage to glazing and cracks) and sections of the roof need replacement. Staff recommended prioritizing the VMC floor, then window repairs, then roof work; they said the grant can be phased if the full amount is not awarded. Director West noted the VMC supports maintenance for the city’s fleet (he cited 418 vehicles/equipment) and emphasized repairs will protect staff safety and stored equipment.
The committee also reviewed Resolution 81, a renewal intergovernmental cooperation agreement to continue municipal solid waste and recycling collection and disposal services with the Borough of Pembroke; administration confirmed revenue and expense figures for 2024 and 2025 had been provided to council. Staff noted the LSA grant has no local match requirement, which makes it an attractive funding source for the prioritized repairs. Council members asked for pictures and supporting documents, which administration said they would circulate; the committee moved Resolutions 80 and 81 to the next legislative agenda for formal action.
