Council committee advances ordinance to forgive taxes on formerly exempt properties

The administration committee reviewed Bill 11 of 2025, an ordinance to forgive and discharge certain city real estate taxes, interest, penalties and costs and to strike off tax liens for properties whose tax-exempt status lapsed temporarily. The clerk read the bill into the record and staff explained the issue began when some historically tax-exempt organizations missed a county recertification deadline and were assessed taxes that were later rescinded by the board of assessment appeals.
Councilmember Cameron told colleagues the city, Dauphin County and the school board intend to strike off the assessed taxes and associated liens or penalties that arose while the groups were without their exemption. For the meeting record she identified the properties and organizations named in the ordinance: King Apostle Holiness Church at 1201 North 13th Street; two parcels owned by Harrisburg Senior Citizens at 1824 North 4th Street; and Pennsylvania American Legion Housing for Homeless at 1114 A North 2nd Street.
President Hill moved to add Bill 11 of 2025 to the next legislative session’s agenda for a formal vote and asked staff to upload the corrected full text and exhibits to the city’s eCodes system for council review. No formal final vote on the ordinance was taken during the work session; the item will return to the full council for action at a later legislative meeting.
