Danvers board OKs two long-term storage containers at 153 Andover with conditions

The Town of Danvers Zoning Board of Appeals voted to grant a special permit allowing two storage containers to remain year-round at 153 Andover Street, subject to multiple conditions intended to limit long-term impacts on surrounding properties.
Anthony Cargliano, the applicant’s representative, told the board the request had been narrowed since the last hearing: “We are no longer requesting a contractor storage yard … we’re just simply requesting 2 storage containers,” and said the containers would store landscaping equipment and be used by tenants who rent office space on the property.
Board members pressed for limits and accountability. Becky Kilborn said she would approve the permit “with all the conditions that we talked about,” including precise container sizes, tenant identification and removal when tenants leave. The board recorded the containers’ permitted dimensions as one 45-by-8-foot unit and one 30-by-8-foot unit and identified the current tenants as ProScape Landscaping (45x8) and Clean Freak LLC (30x8). The board required that each container be removed within 30 days of the corresponding tenant’s lease termination.
The board also required the removal of an unregistered box truck and a recreational boat from the property. Corinne, who made the motion, included calendar deadlines in the conditions: the box truck and the boat must be removed by Dec. 1, 2025. The applicant told the board he would arrange removal.
Planning staff and board members also asked that the applicant coordinate with the planning department on repair or replacement of a damaged perimeter fence abutting wetlands and adjacent properties. Brian Cicelli, the planning director, confirmed the fence work is being coordinated with other property owners and town staff.
Chair John Baumer said he opposed changing the town’s 180-day guideline for container storage but acknowledged the majority supported the conditional permit. The motion to grant the permit was seconded and passed by voice vote.
The board closed the item after issuing the conditional permit. The permit’s conditions, as announced at the hearing, are recorded in the minutes and the applicant agreed to provide lease documentation and to work with planning staff on fence remediation.
