Council hears first readings on water-tank bond and zoning change; no final votes

Council held first readings on two ordinances at the Dec. 2 meeting.
City staff presented Ordinance 2026 O-07, a general-obligation bond to finance and reimburse the closeout of the city’s water-tank mixers project. Staff said the project initially had a $463,000 USDA loan cap, and that contract reductions reduced the remaining unclosed amount to “a little over $300,000,” though the bond authorization cannot exceed $463,000. The ordinance sets out the bond’s form and pledges the city’s full faith and credit; it was introduced as a first reading and will return for formal action.
Separately, the council held a first reading of Ordinance 20260-3, which would amend the zoning code to eliminate the keeping of lodgers, roomers or boarders by a resident family in certain residential districts (R1, R2, R3). Staff noted that the Planning Commission initiated the text amendment and recommended approval at its prior meeting. That item also will return for a subsequent public hearing and vote.
Both items were presented as first readings; no final ordinances were adopted at the Dec. 2 meeting.
