Staff identified specific construction challenges such as a deep sink hole that must be repaired first and lift station work that makes some streets dependent on other utility work. Council members pressed staff on why certain sections were grouped; staff responded that contiguous, cost-effective groupings reduce mobilization and avoid tearing up newly replaced infrastructure.
City staff said the contractor progress meeting is scheduled for Thursday at 10 a.m. and that asphalt contractors would return ‘when weather permits.’ The council voted to authorize GMB to develop the RFP and solicit bids for the Phase 1 work. Council also discussed Marcus Street repaving timing and daily contract penalties for work not completed on schedule.
