Commissioners approve Fair & Expo beverage contract extension; annexations and grant application also cleared

The Deschutes County Board of Commissioners approved a series of items on Dec. 3, including a one-year extension to the county—s alcohol-management contract at the Fair & Expo Center and several land-use and grant actions.
Eric Cropp, interim Fair & Expo director, said the contract extension adds a new Exhibit B to "outline operational procedures and clarify" roles between the county and Oregon Beverage Services and addresses auditor recommendations about ownership and handling of alcohol onsite. "The extended contract includes a new Exhibit B, which outlines the operational procedures and clarifies what role Deschutes County Fair and Expo has and what role Oregon Beverage Service has," Cropp said. Jason, who identified himself as an owner of Oregon Beverage Services, told commissioners the company will reiterate nonalcoholic beverage availability and customer-service practices to event staff.
Commissioner discussion emphasized that the contract includes a 30-day out clause in case the Fair & Expo Center chooses to bring alcohol services in-house; commissioners voted to approve the one-year extension. Recorded roll calls during the item showed affirmative votes by Commissioner Dyer, Commissioner Chang and the chair.
Other formal actions taken by the board included:
- Approval of order 2025-054: single-parcel annexation into Redmond Fire & Rescue (motion moved: DMACC member/commissioner mover noted in the minutes; vote recorded as yes). - Approval of order 2025-053: multi-parcel annexation (seven petitioners, ~10 parcels, ~49 acres) into Redmond Fire & Rescue. County counsel said implementation takes about three months pending Department of Revenue review. - Sunriver Community Limited District text amendment: board adopted the hearings officer recommendation and directed staff to draft an ordinance to allow certain existing structures that straddle zoning districts to use RE-allowed uses in the CL portion. - Order 2025-057: board consented to the City of Bend—s sequential review process for certain UGB amendment components. - Authorization for Health Services to apply for a Continuum of Care grant through the Homeless Leadership Coalition to support outreach staffing; motion passed unanimously.
